The European Central Bank has published the fourth progress report on work by the digital euro Rulebook Development Group (RDG) to develop a draft digital euro scheme rulebook intended to harmonise digital euro payments across the euro area through a single set of rules, standards and procedures. Since the previous update in September 2024, the RDG has updated existing rulebook sections to reflect more than 2,000 comments received during its 2024 interim review, advanced additional areas through dedicated workstreams with market participants, and developed key subject areas through expert sessions. The report also updates on active workstreams covering brand rules, risk management, and front-end and back-end implementation specifications. The draft rulebook is being prepared for the RDG’s next interim review and is intended to remain flexible to accommodate future adjustments reflecting the outcome of the digital euro legislative process. A potential European Central Bank Governing Council decision to issue a digital euro would only follow adoption of the legislative act.
