The Central Bank of Mexico has opened a public consultation on draft rules governing the organisation, functioning and operation of clearinghouses for card payments, aiming to establish a new legal framework that strengthens security, efficiency and interoperability requirements across these clearinghouses. The draft framework seeks to set clearer and more precise interoperability rules that clearinghouses must meet when interacting with other networks, enable diversification of the services they provide, and embed international best practices and standards, including stronger management of operational, liquidity and cybersecurity risks. The proposed rules also aim to expand the use and acceptance of payment cards, lower associated costs, and speed up connection and transaction processing times. The draft rules and consultation plan are available on the Central Bank of Mexico’s online portal, which will accept public comments through 18:00 (Mexico City time) on 4 February 2026.
