The Thailand Office of Insurance Commission (OIC) has launched a joint research project with the Thailand Development Research Institute (TDRI) to study and draft Thailand’s strategic plan for Private Voluntary Health Insurance (PVHI), focusing on strengthening the private health insurance system and improving access across income groups, particularly lower-income households. The project is intended to map Thailand’s PVHI landscape, develop a short-term (1–3 year) strategy and action plan to guide promotion and development of the insurance sector, and produce a long-term (5–10 year) roadmap to improve and integrate PVHI with public welfare arrangements in line with national strategy and OIC planning. OIC framed the work against a backdrop of multiple parallel health coverage mechanisms and remaining access gaps for low-income groups, alongside a trend of rising PVHI premiums. To support implementation, OIC has appointed a working group spanning public and private stakeholders, including health, welfare, consumer protection, and insurer and hospital associations, and held the group’s first meeting on 17 June 2025 to gather views and recommendations for the strategic plan.

Thailand Office of Insurance Commission partners with TDRI to develop a national strategy for private voluntary health insurance
