Bank Negara Malaysia has published a White Paper setting out the design of a base medical and health insurance/takaful (MHIT) plan, a voluntary standardised health insurance and takaful product developed with support from the Ministry of Finance and Ministry of Health. The plan is positioned as a common, easy-to-understand baseline for private health coverage that complements Malaysia’s public healthcare system. The White Paper links the base MHIT plan to three public policy objectives: expanding access to a base level of financial protection for essential, high-impact healthcare expenditures, improving the efficiency of private healthcare spending alongside universal access to public services, and supporting a shift towards value-based healthcare. The design targets individuals who want private healthcare coverage and those seeking alternatives due to repricing or changes in existing plans, and it aims to balance affordability and coverage over the life course while leaving room for insurers and takaful operators (ITOs) to compete through more comprehensive products. A standard baseline for coverage and premium pricing, underwriting and claims practices is expected to strengthen existing MHIT offerings, broaden risk pooling and reduce out-of-pocket spending; the product design reflects input from more than 60 stakeholder engagements, consumer focus groups and dataset analysis. Bank Negara Malaysia and the Ministry of Health are working with the insurance and takaful industry and private healthcare associations to finalise implementation and operational details, with the base MHIT plan expected to be available to the public from early 2027.
