The Central Bank of Cuba published an article on the role of ICT-enabled learning, particularly the Moodle learning management platform, in supporting continuous training across Cuba’s banking system as digital transformation and “bancarisation” increase skills demands. The note describes Moodle’s use for flexible, resource-efficient training that can overcome geographic constraints and support collaborative learning and continuous assessment through tools such as forums, wikis, workshops, quizzes, and personalised feedback, including via multimedia resources relevant to financial and technological processes. It also identifies key constraints and risk areas, including limited connectivity and device access, uneven digital skills requiring digital literacy programmes, the need to redesign content around active learning rather than information transmission, organisational resistance to change, and requirements around data protection and technological sovereignty. Potential applications cited include delivering diplomas and specialised courses in digital banking, risk management and leadership, and strengthening staff capacity to support the public’s use of electronic services such as Transfermóvil and Enzona.
