The State Bank of Vietnam has issued its 2025 administrative reform work plan, setting actions across six reform areas to support organisational streamlining and workforce restructuring while modernising management and service delivery through greater use of digital technology and data. Key measures include reviewing and updating the legal framework, including detailed guidance for implementing the Law on Credit Institutions and amending banking regulations linked to changes in the State Bank’s organisational structure. The plan also targets further simplification of administrative procedures through stronger policy impact assessment, decentralisation, electronic interoperability and data reuse to enable end-to-end online public services, alongside continued work on cashless payments, digital banking and security controls. Additional priorities cover implementation of the national population data, digital identity and e-authentication programme, updates to accounting, finance and asset-management rules to align with new investment and procurement-related laws, and e-government measures such as integrating service portals and one-stop systems and further digitising periodic reporting. Heads of State Bank units are expected to embed administrative reform tasks in their 2025 work programmes, with the State Bank Office responsible for coordination, monitoring and follow-up. The decision takes effect from the date of signing.
