The International Association of Insurance Supervisors has launched a public consultation on draft revised Application Papers on (i) resolution powers, preparation and plans and (ii) recovery planning, updating supervisory guidance to reflect the revised recovery and resolution-related standards in the Insurance Core Principles and ComFrame. The draft resolution paper addresses insurer resolution objectives and concepts, including reinsurance-related considerations and the “no creditor worse off than in liquidation” principle, conditions for entry into resolution, practical application of resolution powers, preparation for resolution, resolution planning (including a process for determining whether a resolution plan is needed), resolvability assessment and removal of impediments, and cooperation and coordination among authorities in normal and crisis times. The draft recovery planning paper covers the objectives and concepts of recovery planning and its relationship to enterprise risk management tools such as ORSA and contingency plans, proportionality and scope of application, governance and approval processes, key elements of recovery plans with examples, and supervisors’ roles including plan assessment and cross-border coordination. IAIS noted that specified sections and boxes in each paper are not subject to consultation because they include only minor editorial or no substantive changes. Feedback must be submitted via the IAIS consultation tool by 25 February 2026 24:00 CET, and consultation questions are optional. A public background webinar is scheduled for 14 January 2026 14:00–15:00 CET, and submitted comments will be published unless confidentiality is requested through the tool.
