The Hong Kong Monetary Authority (HKMA) announced measures at Hong Kong FinTech Week 2026 covering agentic finance, quantum security, tokenised transactions and payment connectivity under its Fintech 2030 strategy. Project SAGE (Securing Agentic Finance with Governance and Enablement) will support industry exploration of agentic artificial intelligence (AI) applications alongside appropriate governance, backed by a newly established expert group. The HKMA also published a discussion paper seeking feedback on supervisory considerations for banks’ use of agentic AI. This follows its October framework for responsible AI adoption, which signalled the forthcoming paper. To help banks prepare for quantum computing threats to encryption, the HKMA and the Hong Kong University of Science and Technology launched a post-quantum cryptography toolkit providing a transition framework and practical tools. In tokenisation, Ensemble TX now enables 24/7 real-value transactions, supporting global fund allocation, tokenised asset portfolio management and treasury operations. Trials involving Recognised Dealers conducting secondary market transactions in tokenised Exchange Fund Bills have been completed, and trials will soon expand to regulated stablecoins. A new tConnect Launchpad, established with Cyberport, will bring financial institutions, technology firms and digital asset innovators together to explore and validate tokenisation use cases. The Faster Payment System will connect with UnionPay International by the end of 2026. The link will progressively enable users to make QR code payments at more than 100 million merchants across UnionPay and its partner networks in Hong Kong, the Chinese Mainland and more than 40 overseas markets.
