The Hong Kong Monetary Authority (HKMA) and the Hong Kong University of Science and Technology have launched a Post-Quantum Cryptography (PQC) Toolkit to help banks prepare for cybersecurity risks associated with future advances in quantum computing. The launch follows the HKMA’s introduction of the Quantum Preparedness Index (QPI) in July 2026, when the banking sector’s initial score of 2.3 out of 10 indicated that readiness remained at an early stage. The toolkit supports the sector’s transition toward full quantum readiness, defined as a QPI score of 10 by 2030. Developed with industry support, the toolkit provides a framework for establishing governance and accountability, assessing cryptographic exposure and monitoring implementation. Practical tools help banks inventory cryptographic assets and dependencies, set transition priorities and engage suppliers to develop workable timelines. Banks can adapt the framework to their circumstances and plan an orderly transition based on risk. The toolkit will be updated to reflect technological developments, international standards and industry implementation experience.
HKMA launches post-quantum cryptography toolkit to guide banks’ transition
The Hong Kong Monetary Authority and the Hong Kong University of Science and Technology have launched a toolkit to help banks plan their transition to post-quantum cryptography. It provides practical support for governance, cryptographic asset assessments and implementation planning. The initiative supports a target Quantum Preparedness Index score of 10 by 2030, following an initial banking sector score of 2.3 out of 10 in July 2026.
