The Palestine Capital Market Authority reviewed a recent assessment of agricultural index insurance at a meeting of its financial inclusion working groups. The discussion focused on whether such insurance would suit Palestinian agriculture and what conditions would need to be met before implementation. Ernst & Young conducted the study with funding from the International Finance Corporation. The assessment examined the legal, regulatory and institutional framework needed to support these products, alongside the availability of climate and agricultural data. It considered farmers’ needs and risks across agricultural value chains, as well as insurers’ and reinsurers’ capacity to provide suitable cover. Developing such insurance would require coordination across the insurance, agriculture, climate data and finance sectors to bring together the necessary expertise and information. Developing the enabling environment for agricultural and climate risk insurance based on indices is already a core programme under the national financial inclusion strategy’s implementation plan. The meeting also reviewed progress on financial inclusion programmes and the monitoring needed ahead of a National Financial Inclusion Committee meeting planned for early 2027.
