Kazakhstan’s Agency for Regulation and Development of the Financial Market and the National Bank of Kazakhstan met with bank executives and the Association of Financiers of Kazakhstan to discuss expanding business investment lending and capital market financing. The discussions highlighted the need for regulatory conditions that support increased bank lending, including under the People’s Construction program and the national project to modernize the energy and utilities sectors. For the draft Capital Market Law, the focus was on mechanisms to encourage private enterprises to use exchange instruments, attract additional financing and strengthen investment discipline. This continues the emphasis of the approved capital market development program through 2030 on widening private companies’ access to securities financing, including through simpler issuance procedures. Separate discussions addressed the development of digital assets and tokenization, balanced approaches to their regulation, and the activities of Kazakhstan’s rating agency.
