Bolivia's Ministry of Economy and Public Finance has appointed José Horacio Valencia Rivamontan as the new Vice Minister of Pensions and Financial Services, replacing Gustavo Blacutt Alcalá, who resigned for personal reasons. The ministry linked the leadership change to priorities around stability and transparency in the financial system and the proper functioning of the pensions system. The minister set expectations that the vice ministry will focus on maintaining financial system resilience and supporting continued flows of capital, savings and lending, alongside broader government measures aimed at faster economic recovery. Valencia outlined a technical management approach aligned with international best practices and closer coordination with state entities to improve efficiency, transparency and public access to the pensions system, and the ministry highlighted his experience across macroeconomic policy, financial regulation, pensions and social protection, including roles at the Central Bank of Bolivia, the Inter-American Development Bank and CAF.
