The Union of Arab Securities Authorities (UASA) has published general guiding principles for the issuance and listing of Sharia-compliant sukuk in Arab capital markets. The principles are positioned as a reference for regulators in member countries to support the development of Islamic capital markets and align legal and supervisory approaches, consistent with UASA’s Strategic Plan for 2021–2025. Developed by a dedicated working group established by UASA’s Board at its eighteenth meeting in Doha in 2024, the framework draws on member-country legislation and best practices and broader regional experience in Islamic finance. It sets out chapters covering regulatory and supervisory frameworks for issuing, offering, listing and trading Islamic sukuk, alongside governance, investor protection, market innovation, risk management and crisis response mechanisms, with an emphasis on enhancing transparency and credibility and supporting cross-border investment flows and Arab market integration.
