The State Bank of Vietnam reported that a delegation led by Standing Deputy Governor Dao Minh Tu participated in the 24th SEACEN Executive Committee meeting in Seoul and supported SEACEN’s draft 2026–2030 medium-term strategic plan, including convening a special Executive Committee meeting in Q1 2026 to consider approval. The meeting brought together 19 delegations from member central banks and monetary authorities. SEACEN’s Executive Director presented the organisation’s 2025 results and the draft 2026–2030 strategy, with discussions focusing on future training, research and professional cooperation with experts, international organisations and strategic partners. The draft strategy is structured around three pillars: responding to uncertainty, digital transformation, and climate risk management and sustainable finance. The Executive Committee also completed its approval process for SEACEN’s 2026 training, research and budget plans and will recommend them to the SEACEN Board of Governors for adoption at its annual meeting expected in October 2025 in Indonesia. During the same trip, Dao Minh Tu also attended a BIS-SEACEN high-level seminar on central bank operations amid rising global uncertainty. Speakers highlighted sources of uncertainty including abrupt shifts in trade policy, political instability in major countries, geopolitical conflicts, climate crises and disruptive technologies such as artificial intelligence and blockchain, and discussed implications for macroeconomic outcomes and banking-sector resilience. The next milestones flagged were the Board of Governors’ annual meeting in October 2025 and the proposed special Executive Committee meeting in Q1 2026 to review and approve the new strategic plan.
