The Dominican Republic’s Pensions Superintendency (SIPEN) published an International Women’s Day feature honouring Persia Álvarez, the country’s first pensions superintendent, including a recognition event with current superintendent Francisco A. Torres and former members of her team. In the accompanying interview, Álvarez described the early work of establishing SIPEN and the pension system supervisory function under Law 87-01, including ensuring compliance with the legal framework, protecting affiliates’ interests, and monitoring the financial solvency of pension fund administrators (AFPs). She highlighted operational and policy challenges during the system’s creation, such as securing premises, recruiting specialised staff, and developing the regulatory framework for AFPs, investments and investment risk management. Álvarez also assessed the pension system’s evolution as positive in coverage, returns and efficiency, while noting remaining challenges in extending coverage to informal-sector workers, and encouraged Dominican women to maintain continuous training and pursue new challenges.
