The Central Bank of Russia has established the admission and registration framework for digital depositories, cryptocurrency exchanges and operators of information systems used to issue digital financial rights. The rules take effect on Oct. 5, 2026, and require each entity to be entered in the relevant register before participating in the cryptocurrency market. The framework sets qualification requirements for management body members and certain officers, specifies the documents required for admission and governs the central bank’s registration decisions. It also provides for simplified admission of existing market participants seeking registration as a digital depository or cryptocurrency exchange and establishes procedures for maintaining, updating and publishing the registers. The measure adds an operational gatekeeping framework alongside the central bank’s recent proposal to apply prudential requirements to professional cryptocurrency market participants.
