The Central Bank of Russia has published draft regulations establishing a framework for organized trading in digital currencies and digital rights and setting requirements for digital depositories. Exchanges would define trading arrangements in their rules and calculate market and weighted average prices for the instruments, while the central bank would maintain a register of digital depositories. Digital depositories, which would record cryptocurrencies and digital rights, would need minimum equity of RUB 50 million to RUB 250 million, depending on their activities, including whether they use open distributed ledgers or provide post-trade settlement services. Equity assets would need to be liquid, with financial assets meeting high credit-quality standards. The proposals also cover asset and participant records, account opening and maintenance, and comparable requirements for electronic platform operators, with digital depositories operating on principles similar to traditional securities depositories.
