The State Bank of Vietnam (SBV) held a working session with the banking system in SBV Region 4 as the first stop in a leadership survey across 15 regions following SBV’s organisational restructuring. The meeting reviewed early implementation of the new regional branch model and set operational priorities to keep monetary, credit and banking activity safe and uninterrupted. SBV Region 4 has operated under the new model since 1 March 2025, based on the merger of SBV provincial branches in Phu Tho, Vinh Phuc, Ha Giang, Tuyen Quang, Lao Cai and Yen Bai pursuant to Government Decree 26/2025/ND-CP. The branch is headquartered in Viet Tri, Phu Tho, with five satellite points in the other provinces, and is organised into seven departments with 235 staff. Credit institutions reported that operations had largely run smoothly in the first days, while flagging concerns about reduced local SBV presence, longer travel times for supervisory engagement, potential impacts on payments and cash supply, and implications for policy credit coordination. Region 4 also requested SBV guidance on staffing arrangements, inspection authority for the regional chief inspector, delegated authority for cash vault management at provincial operating points, migration of statistical reporting systems, training, software for managing People’s Credit Funds, coordination mechanisms with local authorities, and funding and tools to support the new operating model. Permanent Deputy Governor Dao Minh Tu instructed the branch to clarify internal work allocation, complete internal procedures and reporting frameworks, maintain uninterrupted inspection and supervision across the area, and monitor operational impacts from wider public-sector restructuring in local administrations. SBV units responded to questions during the session, while the SBV Finance and Accounting Department was tasked with reviewing nationwide facility and funding needs to support regional branches. Region 4 was asked to consolidate additional issues and proposals for submission to the SBV Office for coordination with other regions and follow-up handling.
