The Uganda Insurance Regulatory Authority issued a circular setting out the annual compliance requirements for Health Membership Organisations for 2026, requiring submission of specified evidence together with a non-refundable annual compliance fee of UGX 3,000,000 by Monday, 1 September 2025. While HMO licences are described as perpetual, the Authority is using the process to assess continued compliance with the Insurance Act. The circular lists the required compliance evidence, including proof of membership of the Insurance Training College of Uganda and the HMO Association for 2026; professional indemnity cover of at least UGX 100 million valid until 31 December 2026; detailed corporate governance information (board, committees, CEO, CFO, senior management and control functions staff); external auditor details including professional indemnity cover and adherence to auditor rotation requirements; and details of the appointed actuary and a qualified consulting actuary. It also requires specified regulatory returns and financial information, including quarterly and half-yearly returns for 2025, clearance of all obligations due to the Authority, management accounts as of 30 June 2025 for firms first licensed between 1 January and 30 June 2025 (endorsed by the external auditor), paid-up capital of at least UGX 1 billion, investment of paid-up capital and a statutory deposit statement as of 30 June 2025, company annual returns for 2024 registered with URSB, and work permits for non-Ugandan employees. Incomplete submissions will attract a penalty, except where reinsurance cover notes and the deposit annual contribution are outstanding. Further deadlines include online compliance applications for continuing insurance agents by Friday, 29 August 2025 (UGX 100,000 per agent and UGX 200,000 for corporate agents), the 2026 deposit annual contribution by 31 October 2025, and staged reinsurance submissions for 2026 (proposal by 30 September 2025, lead reinsurer programme by 31 October 2025, and signed treaty reinsurance cover notes by Monday, 1 December 2025). Audited financial statements for 2025 are due by Tuesday, 31 March 2026, and the Authority plans to publish the list of authorised HMOs on Thursday, 1 January 2026.
