The Hong Kong Insurance Authority hosted a thematic breakout session at the Belt and Road Summit focused on the use of captive insurers to manage the complex risk profiles of Belt and Road projects, while positioning Hong Kong as a captive domicile for participating enterprises. Moderated by the IA’s Executive Director for Policy and Legislation, Clement Lau, the session featured chief executives of two Hong Kong-domiciled captives established by a Mainland enterprise and a multinational conglomerate, who described their set-up experience and how captives supported their parent groups in addressing complex and emerging risks. Professional service providers also outlined the support they offer in establishing and managing captives, and the discussion covered Hong Kong’s prospects as a captive hub, the IA’s facilitative measures to foster market development, and the outlook for the local captive market.
