He attributed the main constraint to labour informality, stating that the average Dominican contributes only 41% of the time and that contributors have so far been able to save for less than half of their working lives, leaving many unable to meet minimum requirements. The intervention took place during an event marking the 24th anniversary of Law 87-01 establishing the Dominican Social Security System, which also presented a new two-year master’s programme in Security and Social Protection sponsored by PUCMM and the National Social Security Council.
