Moldova's National Commission for Financial Markets has opened a public consultation on a draft decision setting out the procedure for amicable determination of vehicle accidents under the compulsory motor third-party liability insurance framework. The proposal updates the rules for using the “Amicable accident report” form and would allow the procedure to be carried out both on paper and electronically via the government’s integrated e-services application, with equivalent legal effect. The draft aims to create a unified, updated set of secondary rules aligned with Law No. 106/2022, revising the form’s structure, content and conditions of use. It also introduces a mechanism for establishing the compensation limit applicable to amicable settlement and strengthens the framework for implementing the electronic format in line with changes introduced by Law No. 189/2025. Comments can be submitted until 11 March 2026.
