The Central Bank of the Republic of Kosovo published a wrap-up of its high-level delegation’s participation in the International Monetary Fund (IMF) and World Bank Group 2025 Spring Meetings in Washington, D.C., focusing on Kosovo’s macro-financial developments, financial-sector reforms and payments modernisation. The central bank highlighted the successful completion of two IMF-supported programmes, the Stand-By Arrangement (SBA) and the Resilience and Sustainability Facility (RSF), and reported progress towards finalising Kosovo’s pre-application process for joining the Single Euro Payments Area (SEPA). Bilateral meetings with senior IMF officials covered legal and regulatory reforms, macro-financial resilience and capacity-building priorities, including follow-up on the Financial Sector Stability Review (FSSR) and Safeguards Assessment and support for implementing the Supervisory Review Process (SREP), reviewing the central bank’s Transparency Code, strengthening banking, insurance and pension supervision, and enhancing IT and cyber-risk supervision. Engagements with European Central Bank President Christine Lagarde addressed SEPA pre-application progress and continued support through the REPO liquidity line. Discussions with World Bank Group leadership and executive directors centred on ongoing and prospective financial-sector projects, including SEPA integration, development of a fast payments system and a “TIPS Clone” platform, capitalisation of the Deposit Insurance Fund and strengthening contributions to the Credit Guarantee Fund; separate meetings also covered potential cooperation with Clearstream on international reserve management services such as custody and securities lending and borrowing. IMF counterparts indicated readiness to provide further technical assistance aligned with the Central Bank of the Republic of Kosovo’s requests and existing capacity, while a regional meeting of finance ministers and central bank governors discussed a proposal to establish an IMF Southeast Europe Technical Assistance Center (SEETAC).
