The Uzbekistan Ministry of Economy and Finance signed a 2026–2029 implementation agreement with the German Agency for International Cooperation in Uzbekistan, backed by EUR 9 million in grant funding, to develop master plans and finance green pilot projects. The agreement moves the ministry's existing cooperation with GIZ on district-level development planning into a new implementation phase. Earlier cooperation financed by GIZ grants produced comprehensive development master plans for 12 districts and 24 pilot projects that were assessed positively, with EUR 1.3 million directed to initiatives including a 500 hectare agrotourism complex in Shahrisabz district, vocational training centres in Amudarya, Chimboy, Bulungur, Kattakurgan, Mirishkor, Khiva and Hazorasp districts, intensive fish farming, energy-saving heat pumps installed in social sector facilities, and IT and handicraft centres. The new phase will use artificial intelligence and innovative analytical methods in developing and implementing master plans, continue green pilot projects based on the 12 district strategies, add pilot projects in Bahmal, Boysun and Sokh districts with foreign and local experts, and provide seminars and training for project office staff and private sector representatives under capacity-building programmes.
