The Insurance Supervision Institute of Mozambique (ISSM) and Angola’s Insurance Regulation and Supervision Agency (ARSEG) signed a cooperation protocol to strengthen institutional relations and support the development of their insurance markets, built around staff training, experience-sharing and technical assistance. Signed on 15 September 2025 by ISSM chair Ester dos Santos José and ARSEG chair Filomena Manjata, the protocol sets a formal framework to intensify the exchange of technical and regulatory information, promote joint training and capacity-building, and establish mutual technical assistance mechanisms in areas including supervision, corporate governance and information systems. The announcement also highlighted shared supervisory priorities, including increasing insurance and pensions penetration and progressing towards more complex risk-based and conduct-focused supervision aligned with international best practices, with ARSEG linking cooperation to addressing cross-border challenges such as climate change and digital transformation. The protocol was signed ahead of Mozambique hosting the XXII General Assembly and XXIX Annual Conference of the Association of Lusophone Insurance Supervisors (ASEL), scheduled for 17 and 18 September 2025.
