Finland's Financial Supervisory Authority (FIN-FSA) has reminded market participants that credit providers extending credit to natural persons other than consumers must register for the Positive credit register maintained by the Finnish Tax Administration’s Incomes Register Unit by 31 October 2025, ahead of the extension of reporting obligations. As a rule, the obligation applies to all traders providing such credit on a professional basis, or holding it in their credit portfolios, even if they are not supervised by the FIN-FSA. Exceptions apply where credit is granted in Finland only occasionally, or only to finance the purchase of the trader’s own products or services. Reporting will cover credit granted to natural persons other than consumers, including credit to business name entrepreneurs for their business activities and to agricultural and forestry operators, where the borrower had a residence in Finland and a Finnish personal identity code at the time the credit was granted; firms already reporting in the first stage must submit a registration change notification if their portfolios include or will include these credits on 1 December 2025 or thereafter.
