The Portuguese Insurance Regulator (ASF) released updated 2024 indicators through its Health Insurance Observatory, updating its data-based profile of Portugal’s health insurance market. The figures show continued rapid premium growth, a further decline in market concentration, and a reduction in complaints. Gross written premiums reached EUR 1.7bn in 2024, up 18.9% year on year, split between EUR 830m for individual policies and EUR 870m for group policies. The three largest insurers accounted for 68.5% of the market in 2024, down from 73.1% in 2020. Over the period, the number of policies increased by 8.1% and the number of insured persons grew by 3.6% to 4 million, while the average premium per insured person rose 14.8% to around EUR 418 (from about EUR 364). Complaints decreased to 3,980 analysed by insurers (-17.4% versus 2023) and 131 analysed by ASF (-8.4%), which ASF links to improved market practices and strengthened preventive regulatory and supervisory intervention.
