The Central Bank of Russia published an update on a State Duma-adopted law that doubles the maximum compulsory motor third-party liability insurance (CMTPLI) compensation payable under the European Accident Statement when a road accident is documented without calling the police and the participants have disagreements. The cap rises from RUB 100,000 to RUB 200,000, provided photos of the damage are submitted. Where there are no disagreements, the existing European Accident Statement limits remain: up to RUB 400,000 with photos, or up to RUB 100,000 without photos. The Bank of Russia noted that the European Accident Statement was used in 2024 for 40% of road accidents reported in the CMTPLI system, and in more than 80% of those cases the compensation was below RUB 100,000. The higher cap will take effect 10 days after the law is officially published.
