The National Bank of Moldova has published a further notice setting out planned amendments to its payment services rulebook, centred on expanding mandatory information for credit transfers and refreshing reporting requirements to reflect newer transfer methods. The changes would update the Regulation on credit transfers, direct debits and IBAN assignment to align with the National Bank of Moldova’s requirements on information accompanying funds transfers, including by adding the Legal Entity Identifier (LEI) to the list of mandatory payment order elements. The package would also revise reporting requirements for domestic and cross-border credit transfers in local currency to capture new market methods, including SEPA scheme transfers and credit transfers offered by card payment schemes, and would introduce a new report into the Instruction on reporting data on the use of payment instruments and services. In addition, amendments to the rules on audit and outsourcing for non-bank payment service providers would adjust the National Bank of Moldova’s approval requirements for audit entities, including clarifying audit team qualification and experience expectations, easing certain original-document submission requirements, clarifying signature-related issues, and extending document submission deadlines following appointment of the auditor by the general meeting.
