The European Parliament has given its consent for the Council to use the enhanced cooperation procedure to provide Ukraine with an EU support loan of EUR 90 billion, allowing participating member states to proceed despite a lack of unanimous backing. The loan was agreed at the European Council summit in Brussels on 18 December 2025 and presented by the European Commission on 14 January 2026. Czechia, Hungary and Slovakia opted out of backing the loan, triggering the use of enhanced cooperation, which requires European Parliament consent under the EU treaties. The decision was approved by 499 votes in favour, 135 against and 24 abstentions. Parliament also decided to fast-track its work on the loan and accompanying proposals, which now move to negotiations between the Parliament and Council under the ordinary legislative procedure.
