Bolivia's Ministry of Finance announced it has sent a draft bill to the Plurinational Legislative Assembly to incorporate the Financial Action Task Force’s (FATF) technical observations and strengthen the country’s anti-money laundering and counter-terrorist financing framework. The proposal aims to address the absence of a legal basis for the “special investigative techniques” recommended by FATF. FATF added Bolivia to the list of jurisdictions under increased monitoring (the “grey list”) following a 13 June meeting with Moneyval, citing the lack of such legislation. The ministry pointed to earlier legislative efforts, including Law No. 1386 adopted in August 2021 and repealed in November 2021, and later draft bills submitted in September 2021 and February 2023 whose consideration has been stalled in the Assembly. Bolivia has two years to meet FATF recommendations under the commitment made at the FATF/Moneyval meeting, and the minister urged lawmakers to approve the new bill, stating that technical materials have been provided to support legislative analysis and debate.

Bolivia's Ministry of Finance submitted a draft bill to the Plurinational Legislative Assembly to align with the Financial Action Task Force's (FATF) recommendations and enhance anti-money laundering and counter-terrorist financing measures. This follows Bolivia's addition to the FATF "grey list" due to the absence of legislation for "special investigative techniques." The ministry emphasized the urgency of passing the bill, citing previous stalled legislative efforts.
