The State Bank of Vietnam reported that Governor Nguyễn Thị Hồng joined Vietnam’s senior delegation during the 28–30 October 2025 official visit to the United Kingdom, where she discussed Vietnam’s plans for international financial centres in Ho Chi Minh City and Da Nang. In meetings with UK counterparts including Standard Chartered, she indicated the central bank is urgently preparing a decree to govern banking licensing, foreign exchange management, anti-money laundering and counter-terrorist financing in the international financial centre framework. The visit coincided with a Vietnam–United Kingdom joint statement upgrading bilateral relations to a comprehensive strategic partnership, with economic, trade, investment and finance identified as a key pillar and an objective to double bilateral trade. The statement also referenced mobilising green capital through the launch of a “Vietnam–UK Green Finance Partnership” and cooperation to develop Vietnam’s international financial centres under a Vietnam–UK partnership drawing on UK experience. Within this context, the Governor encouraged reputable financial institutions, including Standard Chartered, to engage more deeply in the international financial centre initiative, including by establishing commercial operations, and noted that cooperation between the State Bank of Vietnam and UK monetary and banking authorities has been in place since 2008 and has recently been strengthened in areas such as banking supervision and AML/CFT.
