The Vietnam State Securities Commission held a conference in Ho Chi Minh City to explain new rules on securities offerings and issuance and to discuss how companies can use capital markets to raise funds. The event focused on the updated legal framework for equity issuance and corporate bonds, especially Decree 200/2026/ND-CP on private corporate bond offerings and offerings of corporate bonds to international markets. The commission framed the reforms as measures to build a more transparent, professional, safe and sustainable issuance environment rather than to restrict fundraising. Conference sessions covered the main legal requirements for securities offerings, including filing preparation, issuance execution, and the management and use of proceeds. Officials also reviewed the new private bond rules in more detail, including issuance conditions, documentation, issuance plans, management of funds raised, service providers and matters related to collateral. Separately, the Hanoi Stock Exchange presented a mechanism for sharing data from its corporate bond information portal with the commission and provincial authorities to support market supervision. As market context, the commission cited VND 763.5 trillion raised through equity issuance and private corporate bond issuance in 2025. By mid-June 2026, equity issuance had reached VND 114.1 trillion, up more than 67% from a year earlier, while private corporate bond issuance totaled VND 148.8 trillion, in line with the same period of 2025. The commission said it will continue work assigned by the Ministry of Finance, including amendments to the Law on Securities and related implementing rules, administrative reforms, and broader use of technology and online services in supervision.
