The Central Bank of Russia published the outcomes of its discussion paper on the cash-in-transit market, reporting broad support from the professional community for additional regulation to create a level playing field. It signalled plans to widen the regulatory perimeter beyond banks to other cash-in-transit service providers, supported by a register and enforcement against unregistered operators. Participants endorsed the paper’s diagnosis of lower availability of cash-in-transit services in some regions, alongside intensifying unfair competition and labour shortages. The central bank intends to create conditions for more companies to operate in the market, keep a register of providers, and establish liability for firms that provide these services without being recorded, with the stated aim of countering unfair competition and improving accessibility, including in remote areas.
