Greece’s Ministry of National Economy and Finance has set a new fee regime for retail cash withdrawals, removing all charges for withdrawals at Greek banks’ ATMs and introducing a nationwide cap of EUR 1.50 for withdrawals made at third-party ATM operators. The changes will take effect on 11 August 2025. Interbank cash withdrawals across banks participating in the DIAS interbank system will be free of charge, and third-party ATM providers will be barred from charging where there is a direct or indirect shareholding link with the customer’s bank. Third-party providers must also apply zero fees in municipal communities where only one ATM operates, while balance enquiries will be free for all cardholders regardless of bank or ATM operator; digital money transfers sent via third-party providers’ web and mobile channels will be subject to a uniform fee of EUR 0.50. The measure, approved on 25 July 2025, also legislates that banks cannot charge their customers for cash withdrawals and was introduced with a minimal adjustment period to enable rapid implementation.
