The Central Bank of Russia published a new issue of its quarterly monitoring of regional risks of misconduct in compulsory motor third-party liability insurance (CMTPLI), reporting an overall improvement across 37 regions. Over the year since July 2024, the Chechen Republic and the Republic of Dagestan were removed from the high-risk “red” zone, while the Novosibirsk Region and the Republic of Ingushetia were in it. The number of regions in the medium-risk “yellow” zone declined to 15 from 18. The monitoring assesses indicators including the frequency of insured events, average insurance payment, the rolling ratio of insurance payments, and the share of road accidents involving the same cars and drivers, and assigns each region to a red, yellow, or green zone based on a score. The Bank of Russia linked the decline in risk levels to coordinated measures by law enforcement and supervisory bodies and insurers, and noted that Dagestan and Chechnya saw CMTPLI policy issuance rise by 35% and 75% over the past 12 months, alongside drops in complaints about CMTPLI inaccessibility of 57% and 68%.
