U.S. Senate Committee on Banking, Housing and Urban Affairs Ranking Member Elizabeth Warren criticized President Donald Trump’s decision to waive the requirement to impose sanctions and other measures under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. Warren argued that the waiver disregards congressional direction to increase pressure on Russia and follows 20 months in which the administration has not used existing sanctions authority to disrupt support for Russia’s war in Ukraine. Warren called on Congress to reverse what she described as Trump’s diesel deal with Russian President Vladimir Putin, increase support for Ukraine and impose stronger measures against Russia and its enablers.
