The Middle East and North Africa Financial Action Task Force (MENAFATF) launched a seminar in Manama on public–private partnerships (PPPs) for implementing targeted financial sanctions (TFS), aimed at improving how terrorism financing and proliferation financing-related sanctions are applied through closer cooperation between the public and private sectors. The programme focuses on strengthening dialogue and information exchange between competent authorities, financial institutions, and designated non-financial businesses and professions (DNFBPs). It covers the characteristics of effective PPPs, the roles and responsibilities of both sectors in TFS implementation, compliance challenges faced by the private sector, and the use of digital tools and technological solutions to support monitoring, detection, and reporting, alongside the use of beneficial ownership registers to strengthen sanctions enforcement and the latest FATF guidance on proliferation financing risk assessment and mitigation. The seminar runs from 28 to 30 October 2025, hosted by the Kingdom of Bahrain with cooperation from the German Agency for International Cooperation (GIZ) and participation of experts from MENAFATF member countries.
