The Guernsey Financial Services Commission published a cyber sanctions notice advising that the entries for two designated entities have been corrected on the consolidated list, and that both remain subject to an asset freeze under the UK Cyber (Sanctions) (EU Exit) Regulations 2020 as implemented in the Bailiwick of Guernsey. The corrected entries relate to Main Centre for Special Technologies, also known as SANDWORM, OFSI Group ID 13911 Unique ID CYB0009, and 85th Main Special Service Centre, OFSI Group ID 13984 Unique ID CYB0012. Businesses must check for any accounts or other relationships with these or any other designated persons and ensure any funds, other assets or economic resources owned, held or controlled by them directly or indirectly, including derived property such as interest or dividends, are treated as frozen with immediate effect if not already. Any findings must be reported immediately to the States of Guernsey Policy and Resources Committee in line with section 14 of the Sanctions Law, and firms must not make funds or economic resources available to designated persons, their owned or controlled entities, or persons acting on their behalf other than under a permitted derogation or licence issued by the Policy and Resources Committee. Where an affected relationship is identified, firms are also asked to notify the Commission and, under Handbook Rule 12.37, to submit a report covering at least the relevant customer or transaction, the nature of the relationship and any transaction or asset value as soon as reasonably practicable after meeting statutory reporting requirements to the Policy and Resources Committee.
