The Philippine Securities and Exchange Commission outlined plans to shift digital lending supervision from reactive enforcement toward a preventive, system-level model through proposed online lending platform guidelines. The framework would establish structured market entry, strengthen platform oversight, embed conduct standards in operations and set clearer requirements for data governance and consumer protection. The direction responds to rising complaints involving unregistered online lending platforms, unfair debt collection, high interest rates and disclosure gaps. The Commission emphasized fair pricing, transparent disclosures and respectful treatment of borrowers, while making clear that lenders remain accountable when using third-party service providers. It also called for safeguards around artificial intelligence and data-driven lending systems to protect fairness, transparency and borrower rights.
