At a working meeting with the Financial Supervisory Authority of Norway, Ukraine National Commission on Securities and Stock Market member Arsen Ilyin outlined how the regulator maintained market operations and supervision during the full-scale war. Supervision remains fully remote, but the commission intends to resume on-site inspections in selected cases in 2027. Emergency measures included allowing licensed firms in occupied territories to relocate, granting them two months of reporting relief and replacing on-site checks with documents and data obtained remotely. The commission also restored remote professional suitability assessments in 2026 for executives, chief accountants and supervisory board members, following the earlier suspension of assessments at the start of the full-scale invasion. Operational continuity measures included moving primary servers out of Kyiv, adding backup power and providing access to resilience centers. The commission also worked with the National Bank of Ukraine to control capital outflows and used existing digital infrastructure with market participants to expand retail access to government securities, which remained in circulation while stock exchange trading was temporarily suspended.
