At the Kyiv International Cyber Resilience Forum 2026, the Ukraine National Commission on Securities and Stock Market set out its current legislative priorities for crypto-asset regulation, cyber resilience and digital market infrastructure. The Commission’s chairman Oleksiy Semeniuk said amendments to the draft law on virtual assets are planned to be finalised in March 2026 ahead of submission of a final version for consideration, while a separate draft law to implement the Digital Operational Resilience Act (DORA) is being prepared for submission in summer 2026. He also indicated the Commission plans to submit a draft law on Digital Ledger Technology (DLT) by end-2026, aimed at enabling trading in shares and other securities and transactions in virtual assets under a simplified system positioned as an alternative to the current depository model. The Commission’s legal adviser Vita Forsyuk framed crypto-market regulation as primarily focused on protecting non-professional investors and said the virtual assets draft addresses taxation questions alongside market infrastructure and civil-law issues, including acquisition and transfer of ownership, inheritance, seizure and other crypto-market operations; she also noted ongoing debate over the final regulatory model and division of powers between regulators, and highlighted that martial law makes currency stability and financial security considerations relevant. Semeniuk also backed involving experts and the professional community in discussing and cooperating on the Commission’s legislative initiatives.
