The National Bank of Moldova has initiated the drafting of an Executive Committee decision to repeal the 2014 “Concept on optimising national transfers”, citing that the objectives for which it was developed have already been achieved and that parts of the framework no longer fit current regulatory requirements. Use of International Bank Account Number (IBAN) codes is now fully implemented, and updated IBAN-related requirements are set out in the 2023 Regulation on credit transfers, direct debits and the assignment of IBAN codes. Against the backdrop of increasingly digital and automated payment processing, the central bank considers the Concept’s provisions on generating IBAN codes for national and international budget transfers to be misaligned with the current regulatory framework. Opinions, proposals and recommendations on the draft repeal are requested by 31 March 2026.
