The Brazilian Superintendence of Private Insurance (SUSEP) indicated that it intends to launch a public consultation by early October on a draft regulation governing the operation of insurance cooperatives. The timeline was set out by Prudential and Reinsurance Supervision Director Carlos Queiroz during the V Legal Seminar of the OCB System in Brasília. In his remarks on the approval process for Complementary Law No. 213/2025, Queiroz argued that the cooperative sector demonstrated its capacity to assume insurance risk across a broad range of segments. He also stressed the role of the legal community in helping ensure new entrants comply not only with prudential requirements but also with market conduct rules, including fair consumer treatment throughout the contract life cycle. SUSEP expects the draft regulation to be put out for consultation by early October to collect suggestions from civil society.
