At the fourth Eurasian CRAFT 2026 Congress, Asel Amirbayeva, director of the Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan’s Department of Insurance Market and Actuarial Calculations, outlined measures in the draft Insurance Market Development Program through 2030. The program would deepen risk based supervision, digitalize the sector and improve insurance infrastructure, with regulatory attention focused on data quality, model transparency, emerging risks and consumer protection as artificial intelligence becomes more widely used in risk assessment and decision making. A proposed Central Actuary would provide independent specialist actuarial expertise for the insurance market, pension system and social funds, establish consistent methods for assessing risks and long term liabilities, and contribute to setting and reviewing compulsory insurance tariffs. The agency also plans a shared anonymized industry dataset integrated with the Unified Insurance Database to improve actuarial calculations. Workforce measures include a planned Insurance Competency Development Center for training and professional certification. Kazakhstan currently has 69 licensed actuaries, while an online actuarial training platform launched in 2025 has registered 346 participants and issued 26 certificates.

Kazakhstan’s financial market regulator outlined plans under its draft 2030 insurance program for a Central Actuary and a shared anonymized dataset to improve risk and liability assessments. The program would also advance risk based supervision, digitalization and professional training through a planned Insurance Competency Development Center.
