The National Bank of Moldova published remarks from Governor Anca Dragu at the “Future of Governance” conference in Chișinău, where participants discussed how technology and artificial intelligence are reshaping public institutions and financial systems alongside the evolution of the regulatory framework. Dragu framed the central bank’s governance model around three pillars, independence, accountability and transparency, as the basis for credibility and financial-sector stability. The governor argued that greater central bank independence must be matched by democratic accountability mechanisms to legitimise their constitutional role, and described transparency as essential to preserving autonomy and securing public trust and support, linking it to how the institution communicates and how well the public understands its actions. She also identified capacity building as an ongoing priority, particularly in research and innovation, noting the challenges for a smaller central bank but describing these capabilities as necessary to manage emerging risks and modernise the National Bank of Moldova.
