The World Federation of Exchanges (WFE) published two papers setting out policy considerations for the design and implementation of sustainable finance taxonomies, including transition taxonomies. The WFE frames taxonomies as a tool to support credible capital allocation and the transition to a more sustainable economy when embedded within broader policy frameworks. Part 1, Classifying Capital: Global taxonomy trends and evolutions, reviews global taxonomy approaches and use cases and identifies design features it considers necessary for effectiveness, including being science-based and regularly updated, balancing ambition with usability through clear sector-relevant guidance, promoting interoperability across jurisdictions, and integration with national sustainability strategies to guide capital mobilisation and help prevent greenwashing. Part 2, Classifying Capital: Taxonomies built to support transition finance, focuses on transition taxonomies and recommends that policymakers anchor them in national transition plans and deadlines, include sunset clauses and phase-out timelines, build in flexibility through regular review cycles and predictable tightening of criteria, progressively expand technical screening criteria, and support consistent application through supervision, verification of claims and cost-effective compliance approaches.
