Hong Kong's Financial Services and the Treasury Bureau announced appointments and reappointments to the Payment Systems and Stored Value Facilities Appeals Tribunal and the Process Review Committee under the Payment Systems and Stored Value Facilities Ordinance, renewing the bodies that provide review and oversight of Hong Kong Monetary Authority (HKMA) decisions and processes under the regime. For the Appeals Tribunal, the Chief Executive appointed Mr Richard Khaw Wei-kiang, SC, as Chairman and appointed or reappointed panel members for a three-year term running from 4 November 2025 to 3 November 2028: Ms Florence Chan Yuen-shan (reappointed), Mr Louis Chow Ka-leung (reappointed), Mr Peter Li Po-ting (reappointed), Mr Patrick Siu Tsz-him and Professor George Yang Yong. For the Process Review Committee, the Financial Secretary reappointed Mr Jack Chan Hoi as Chairman and reappointed members Mr Frederick Chan Hing-fai, Mr Louis Chow Ka-leung, Professor Matthew Lee Kwok-on and Ms Fion Ng Siu-mui for a three-year term from 1 December 2025 to 30 November 2028. The Government thanked outgoing Tribunal Chairman Mr Michael John Hartmann and outgoing panel members Professor Chen Nan and Mr Gary Soo Kwok-leung; it described the Tribunal and Committee as mechanisms that enhance accountability by supporting independent review of HKMA decisions and decision-making processes.
