China's National Financial Regulatory Administration published a draft revision to its implementing measures for administrative licensing matters for rural small and medium-sized banking institutions and opened a public consultation, aiming to further standardise licensing processes for these entities. The draft comprises eight chapters and 129 articles and largely retains the existing structure. It would incorporate recent supervisory requirements into the licensing regime, including market entry policies for rural commercial union banks, the compliance management measures for financial institutions, and the fit-and-proper framework for directors and senior managers of banking institutions. The draft also adjusts and optimises internal review procedures for certain licensing items, the allocation of approval authority, and reporting pathways for related matters. The authority invited public feedback and said it will refine the measures based on comments before issuing them for implementation in due course.
