The European Banking Authority (EBA) has published updated final draft Regulatory Technical Standards (RTS) on resolution plans and on the functioning of resolution colleges, aiming to streamline and refocus resolution planning and improve cooperation and coordination among authorities. The revised RTS reshape the structure and content of resolution plans, including a more consistent and concise set of essential information for plan summaries and more proportionate, institution-specific plan content. They also introduce a clearer separation between selecting a resolution strategy and assessing resolvability, with the resolvability assessment reorganised around seven core dimensions to promote greater consistency across the EU. For resolution colleges, the update simplifies processes to reduce administrative burden, enhances cooperation and information exchange, and strengthens coordination mechanisms for implementing resolution schemes. The amendments overhaul RTS originally adopted in 2016 under Delegated Regulation (EU) 2016/1075 pursuant to the Bank Recovery and Resolution Directive (Directive 2014/59/EU), and the EBA has adopted and submitted the final draft RTS to the European Commission.
